This article examines how Italian migration policies are translated in accommodation infrastructures at a local level. Applying the perspective of differential inclusion, it compares institutional reception pathways for people displaced from Ukraine under the Temporary Protection Directive (TPD) with ordinary asylum procedures. Drawing on qualitative interviews with professionals working in migrant reception, the study identifies how legal categorisation, resource mobilisation, mobility governance and local discretion shape access to housing, mobility, and services. The findings highlight how reception infrastructures produce multi-tiered systems of inclusion.

Abstract
This article examines how Italian migration policies are translated in accommodation infrastructures at a local level. Applying the perspective of differential inclusion, it compares institutional reception pathways for people displaced from Ukraine under the Temporary Protection Directive (TPD) with ordinary asylum procedures. Drawing on qualitative interviews with professionals working in migrant reception, the study identifies how legal categorisation, resource mobilisation, mobility governance and local discretion shape access to housing, mobility, and services. The findings highlight how reception infrastructures produce multi-tiered systems of inclusion.| File | Dimensione | Formato | |
