The essay examines whether income discontinuity may constitute an organising category of social protection, distinct from involuntary unemployment and suited to the specific features of non-entrepreneurial self-employment. The analysis of ISCRO and the transition from ALAS to IDIS reveals a gradual recognition of income discontinuity as a social need deserving protection. However, fragmented measures and the exclusion of large sections of professional self-employment risk reinforcing the asymmetries of category-based welfare, thereby calling for a systemic redesign of social protection.

Il saggio indaga se la discontinuità reddituale possa configurarsi come categoria ordinante della protezione sociale, distinta dalla disoccupazione involontaria e adeguata alle specificità del lavoro autonomo non imprenditoriale. L’analisi dell’ISCRO e del passaggio dall’ALAS all’IDIS mostra un progressivo riconoscimento della discontinuità come bisogno sociale meritevole di tutela. La frammentazione degli interventi e l’esclusione di ampi settori del lavoro professionale rischiano, tuttavia, di accentuare le asimmetrie del welfare categoriale, rendendo necessario un ripensamento sistemico delle tutele.
