It reviews key measures on border control, detention, asylum, return procedures, and labour migration, stressing persistent tensions between legal safeguards, deterrence strategies, and administrative capacity. The paper identifies a mismatch between political rhetoric and migration pressures, alongside structural weaknesses in Italy’s asylum and reception system and limited effectiveness in the implementation of labour migration policies.
