Lo stretto indispensabile. L'autarchia come forma

If we fully understand the dialectic within the meaning of the word "autarky", we must conceive of it as consisting of two poles: one that seeks self-sufficiency, the other that insists on the limit of sufficiency, on the "bare necessities," to quote the famous song by the bear Baloo in the Disney cartoon The Jungle Book (1967). In the first pole, I seek self-sufficiency without questioning the characteristics of sufficiency. For example, I can replace an energy source, a resource, with one of equal value, perhaps self-produced, if the State pursues economic or more ecologically sustainable autarky. From this perspective, which is the same one that guides the European Union directives that form the backdrop to this seminar, I adopt "substitution strategies" within the system; that is, I undertake, in the words of European bureaucratic jargon, a "transition." However, if we focus on understanding the second prong of the word autarky, then we arrive at the very structure of the system, where rather than transition, we must speak of "transformation."

Se comprendiamo fino in fondo la dialettica interna al significato della parola "autarchia", dobbiamo concepirla come formata da due poli: uno che ricerca l’autosufficienza, l’altro che insiste sul limite della sufficienza, sullo “stretto indispensabile” per citare la famosa canzoncina dell’orso Baloo nel cartone animato disneyano "Il libro della giungla"(1967). Nel primo polo ricerco l’autosufficienza senza mettere in discussione ciò che caratterizza la sufficienza. Per esempio, posso sostituire una fonte energetica, una risorsa, con una di pari valore, magari autoprodotta, se lo Stato persegue l’autarchia economica, o ecologicamente più sostenibile. In questa prospettiva, che è la stessa che guida le direttive dell’Unione Europea che fanno da sfondo a questo seminario, adotto delle “strategie sostitutive” interne al sistema, ossia compio, con le parole del gergo burocratico europeo, una “transizione”. Tuttavia, se ci orientiamo a comprendere il secondo polo della parola autarchia allora arriviamo alla struttura stessa del sistema, là dove più che di transizione dobbiamo parlare di “trasformazione”.
