The article analyses the Extraordinary Income and Operational Continuity Allowance (ISCRO) as an attempt to structurally extend social protection to non-entrepreneurial self-employment, situating it within the broader debate on income vulnerability affecting contemporary professions. Drawing on the multi-level international and European framework of social protection for self-employed workers, the contribution examines the origins, regulatory evolution and recent stabilisation of the measure, focusing on its implementation shortcomings, the limited scope of beneficiaries and its hybrid nature, positioned between assistance and insurance-based schemes. Particular attention is devoted to the relationship between ISCRO and active labour market policies, highlighting how the weakening of training conditionality has reduced its original “generative” potential. The article also sheds light on the inequalities resulting from the exclusion of regulated professions, referring to selected experiences developed within professional pension funds as possible reform trajectories. In conclusion, ISCRO is an unfinished normative laboratory, yet one that may prove relevant to the construction of a more inclusive welfare system consistent with the structural vulnerabilities of self-employed work.

Il contributo analizza l’Indennità Straordinaria di Continuità Reddituale e Operativa (ISCRO) come tentativo di estensione strutturale della protezione sociale al lavoro autonomo non imprenditoriale, collocandola nel più ampio dibattito sulla vulnerabilità reddituale delle professioni contemporanee. Muovendo dal quadro multilivello – internazionale ed europeo – della tutela sociale dei lavoratori autonomi, il saggio esamina la genesi, l’evoluzione normativa e la recente messa a regime della misura, soffermandosi sulle sue criticità applicative, sulla ridotta platea dei beneficiari e sulla natura ibrida, a metà tra assistenza e assicurazione. Particolare attenzione è dedicata al rapporto tra ISCRO e politiche attive del lavoro, evidenziando come l’indebolimento del vincolo formativo ne abbia ridotto la portata “generativa”. Il saggio mette inoltre in luce le disuguaglianze prodotte dall’esclusione delle professioni ordinistiche, richiamando alcune esperienze maturate all’interno delle Casse previdenziali come possibili traiettorie di riforma. In conclusione, l’ISCRO viene interpretata come un laboratorio normativo ancora incompiuto, ma potenzialmente rilevante per la costruzione di un sistema di welfare più inclusivo e coerente con le fragilità strutturali del lavoro autonomo professionale.
