INTEGRATED PLAN OF ACTIVITIES AND ORGANIZATION (PIAO) AND PUBLIC VALUE, A SYNERGY WITH DIFFERENT INTERPRETATIONS

Italy is implementing a series of reforms aimed at improving its economic and social landscape, driven by the National Recovery and Resilience Plan (NRRP), a cornerstone of the Next Generation EU program. Through the NRRP, Italy seeks to build a more sustainable and resilient economy that benefits both its citizens and the wider European community. One of the key reforms introduced by the NRRP is the Integrated Plan of Activities and Organization (PIAO), a strategic tool designed to replace the numerous sector-specific planning documents developed gradually through previous reforms over recent decades. The PIAO represents a forward-looking development, aiming to guide government administrative actions towards creating public value. By adopting a holistic approach that considers all relevant dimensions, organizations can ensure they deliver value in an effective and sustainable way. . Using a content analysis approach, the study will examine various sections across the Italian state that discuss the definition of public value and the methods for maximizing it. By analyzing these strategies, the study aims to identify similarities and differences in the understanding of public value across Italy’s diverse regions. The findings of this analysis will provide valuable insights for the development of new planning tools in the future.
