In the public sector, forms of smart working have been promoted since law no. 124/2015. However, until the outbreak of the pandemic, the spread of this organizational model was extremely poor. Anyway, pandemic shock involved an acceleration that seems advent of a new phase which at least at the regulatory level seems to already go beyond the emergency, between rethink and lessons learned. In particular, a centrality seems established of social partners representing the collective interest in the public, on whose level of awareness and innovative courage may depend on a fundamental part of this reorganizing public administration’s process towards a more digital and efficient perspective.

Nel comparto pubblico forme di smart working sono state promosse sin dalla legge n. 124 del 2015. Tuttavia, fino all’insorgenza della pandemia, la diffusione di tale modello organizzativo era alquanto scarsa. Lo shock pandemico ha per  comportato un’accelerazione che tra ripensamenti e lezioni apprese ha determinato l’avvento di una nuova fase che almeno a livello normativo sembra andare gi  oltre l’emergenza. In particolare, si afferma una centralit  alle parti sociali rappresentative dell’interesse collettivo nel pubblico, dal cui tasso di consapevolezza e coraggio innovativo potr  dipendere una parte importante del processo di riorganizzazione del lavoro nelle pubbliche amministrazioni in ottica pi  digitale ed efficiente.
