According to the perspective of these two 18th Century thinkers, the concept of subsidiarity could be summarised in this way: the State has to stand aside and only deal with its specifically relevant functions, namely, diplomacy, armed forces, and general affairs, thus giving more autonomy to the local governmental organization known as the Commune – the single local municipality.
