This paper reports on research focused on the development of a test to screen the English language abilities of European students applying for admission to university courses delivered in English. The paper describes how the target use domain was described and analysed in order to define the test construct and to develop the test tasks. It discusses challenges involved in the development of tests within an ELF framework, in particular the issue of construct validity.
