In the current debate competence becomes the key for the present and future development as it can allow not only to face the economical crisis but also to get through it resulting in being strengthened. Strategy Europe 2000 explicitly demands to promote the acknowledgement of non formal as well as informal learning acquired in any working background. Nevertheless the organization of certification systems is based on a typically functionalist approach in terms of human resources, that is the more the system is effective and efficient, the less it costs. This paper reinterprets the certification of competence from a pedagogical viewpoint within Amartya Sen’s paradigm about capabilities: moving from a skilful action regarded as a mere means-focused finalization (productivity/income) to a purpose-focused one (agency/substantive freedom), which human beings look for by turning their resources into the achievement of functionings for their life.

Abstract
