Between 1530 and 1670 the Venetian Republic supported and coordinated immigration in Istria. Large populations from Dalmatia’s inland were encouraged to move into Venetian territories, receiving parcels, building material and tax exemptions. Venice granted to the newcomers public lands and uncultivated fields seized to their previous owners. Because of the confiscations and the legal privileges granted to them, the newcomers were very unpopular among the natives. To protect and support all the expenses and efforts put on its immigration policies, Venice sent Provveditori straordinari and gave extraordinary powers to the Capitano di Raspo, in order to control directly the newcomers avoiding the influence of the city councils and their podestà. All groups had leaders who represented their people to the Republic in order to coordinate and negotiate their migrations before actually moving to the new lands. The more cohesive groups were able to settle in Istria, where they started new communities able to interfere with the local politics and, if necessary, to bring their claims to Venice.
