Policy Analysis Database: Parliamentary Debates on Temporary and Seasonal Agricultural Migration in Canada.

This dataset provides the empirical basis for a qualitative policy analysis of temporary and seasonal agricultural migration in Canada. Developed within the Mig.Pro. Marie Skłodowska-Curie research project, it systematically maps parliamentary debates concerning migrant agricultural workers and the governance of temporary labour migration. The dataset was constructed through a three-phase screening process of 252 meetings held during the 44th Parliament, 1st Session, involving the CIMM and SOCI committees. An initial Excel matrix was developed to trace the selection process using predefined keywords and inclusion/exclusion criteria. Subsequent qualitative screening progressively narrowed the corpus to meetings directly relevant to temporary work permits and agricultural migration. The final corpus comprised 20 meetings (8 CIMM and 12 SOCI), whose transcripts were analysed line-by-line using NVivo and guided by qualitative content analysis and Situational Analysis. The dataset is deposited under embargo pending publication of the related research.
