This article reconstructs, through extensive archival documentation, the process of political and cultural mobilization that, between the 1960s and 1980s, led to the reinvention of the Venice Carnival and its transformation into a strategic lever for economic development. The analysis shows how the demographic and productive decline of the historic center encouraged local institutions to identify winter tourism as a tool to revive the lagoon economy, in line with the recommendations of the COSES. Policies aimed at promotion and public–private cooperation helped to de-seasonalize tourist flows and integrate the city into global tourism circuits, while also fostering, in the medium term, the emergence of overtourism dynamics and an increasing dependence on a tourism monoculture.
