This contribution presents the research conducted by the VULNER Italian team based on case-law and in-depth interviews with decision-makers, legal experts, social workers, and migrants seeking protection. Results suggest that the Italian international protection system is often unable to recognise and/or address situations of vulnerability and may contribute to their intensification due to the overlooking of less visible, ‘intersectional’ vulnerabilities, the length of procedures, and an inadequate reception system. However, positive developments were found, in particular in the deployment of ‘humanitarian protection’, referrals to the anti-trafficking system, and small-sized reception centers.
