The present paper situates digital platforms intermediating labour within the framework of private employment agencies, with a particular focus on temporary work agencies (TWAs). The key question is whether current notions of intermediation are challenged by the emergence of a new, platform-based model of labour mediation. The analysis identifies a growing gap between standard TWAs and online platforms characterising themselves as neutral marketplaces. It discusses the altering power relationships between the actors involved in digitally-mediated work arrangements, and the legal ambiguity of this form of employment. The paper questions the viability of the current model of risk allocation in multi-party work arrangements.

Abstract
The present paper situates digital platforms intermediating labour within the framework of private employment agencies, with a particular focus on temporary work agencies (TWAs). The key question is whether current notions of intermediation are challenged by the emergence of a new, platform-based model of labour mediation. The analysis identifies a growing gap between standard TWAs and online platforms characterising themselves as neutral marketplaces. It discusses the altering power relationships between the actors involved in digitally-mediated work arrangements, and the legal ambiguity of this form of employment. The paper questions the viability of the current model of risk allocation in multi-party work arrangements.File | Dimensione | Formato | |
