Because of its peculiar governance system, fuzzy borders and predominantly civilian policy means, the EU practises its politics differently than the United States, China or Russia. The EU’s territorial acquisitions take place by invitation rather than conquest. Its legitimizing strategies do not follow the usual imperial motto: “might is right”. The periphery is often able to gain gradual access to the decision-making of the European metropolis. Its sovereignty is not denied, but merely constrained by the EU’s policy of conditional help and accession.
