The essay examines the establishment of the Permanent Technical Table on Self-Employment, as mandated by Article 17 of Law No. 81/2017, which serves as a standing body within the Ministry of Labour. Starting from a legal framework analysis and the case of the Lazio Region, the paper focuses on the issue of representation for self-employed and employer associations, especially concerning the measurement of representativeness. It concludes by reflecting on the challenges posed by the fragmented and fluid identity of self-employment and the need for a tailored participatory model.
Il contributo esamina l’istituzione del Tavolo tecnico permanente sul lavoro autonomo, introdotto dall’art. 17 della legge n. 81/2017, come sede di confronto stabile presso il Ministero del Lavoro. A partire dall’analisi del quadro normativo e dell’esperienza della Regione Lazio, si riflette sul nodo della rappresentanza delle associazioni dei lavoratori autonomi e datoriali, con particolare attenzione ai criteri di misurazione della rappresentatività. Il saggio propone infine una riflessione sulle sfide poste dalla natura fluida e frammentata del lavoro autonomo e sulla necessità di un modello partecipativo ad hoc.
