In 1813, the Neapolitan naturalist Carmine Lippi planned a colossal hydraulic structure on Mont-Cenis. Lippi was known above all for his atypical theories about the eruptions of Mount Vesuvius, but he also planned interventions in nature that broke all disciplinary boundaries and transcended cultural, linguistic and political borders. Moncenisio, on the very border between Piedmont and Savoy, was chosen by Napoleon Bonaparte for the construction of a monument to commemorate the commitment of the of the two countries in the Emperor's allegiance, shortly before the military setbacks became apparent.
