Free ports were not only at the center of trade and economic growth projects but were also laboratories for immigration management and for defining categories of citizenship, for controlling epidemics and consequently for developing policies of public health, for the study of effective forms of communication and new media. An increasingly strong integration between the different spaces, generated by an increasingly widespread circulation of information, could also trigger a series of institutional changes. This contribution will show how these processes did not fall within the sole free port, but how this acted as a sort of propeller and accelerator in favoring reforms that also impacted the surrounding territory. The free ports of Rijeka and Trieste and their surrounding areas, in which Ljubljana stood out, were part of a vast network in which information was not only collected and exchanged, but also created, ending up influencing the state institutions themselves. This contribution reconstructs, starting from archival documents, the management of health information between Trieste, Vienna, Ljubljana, Fiume and Venice and the institutional reforms that resulted from it in the 1750s.

I porti franchi non erano solamente al centro dei traffici commerciali e di progetti di crescita economica, ma erano anche laboratori per la gestione dell’immigrazione e per la definizione delle categorie della cittadinanza, per il controllo delle epidemie e di conseguenza per lo sviluppo di politiche di sanità pubblica, per lo studio di efficaci forme di comunicazione e di nuovi media. Una sempre più forte integrazione tra i diversi spazi, generata da una sempre più capillare circolazione delle informazioni, poteva innescare anche una serie di cambiamenti istituzionali. In questo contributo si mostrerà come questi processi non avessero ricadute all’interno del solo porto franco, ma come questi agisse quale sorta di propulsore e acceleratore nel favorire riforme che impattavano anche sul territorio circostante. I porti franchi di Fiume e Trieste e le loro aree circostanti, all’interno delle quali spiccava Lubiana, facevano parte di una vasta rete in cui le informazioni non solo venivano raccolte e scambiate, ma appunto anche create, finendo per influenzare le stesse istituzioni statali. Questo contributo ricostruisce, a partire da documenti d’archivio, la gestione delle notizie di carattere sanitario tra Trieste, Vienna, Lubiana, Fiume e Venezia e le riforme istituzionali che ne derivarono a metà Settecento.
