In this paper I examine some of the problems associated with assessing speaking, such as validity issues in tests intended to measure 'communicative interaction', and scorer reliability. After referring briefly to some well-known international tests, drawing attention to the range of techniques used to elicit speaking performace, the paper concludes by suggesting that portfolios, which collect a candidate's best performances over time (and not in exam conditions), already used with some success in the assessmet of writing, and the main focus of the 'European Language Portfolio', could also be used in the assessment of speaking.
