In the Age of Enlightenment, the idea of the Legislator and that of central planning are related in that the former assumes asingle individual (or small group of individuals) who creates or significantly re-engineers an entire society by laying down all or at least its central political, egal, economic, religious and other social institutions, laws and mores, often from scratch and generally with wise foresight as to the effect his Lawmaking will have on the society he is (re-) onstructing.
